What is the RPP and Spain's household packaging system?

Spain's packaging rules generally require anyone who places packaged goods on the Spanish market to register in the state Registro de Productores de Producto (RPP) — sección envases — administered by MITECO, and to file annual packaging data. For household packaging, producers generally also join and declare to an authorized collective system: Ecoembes / Ecovidrio (via MITECO registry).

Who is generally obligated

If your Shopify store ships packaged goods to consumers in Spain — including as a foreign, non-Spanish distance seller — you are generally in scope. Shipping and mailer packaging used to deliver an online order is generally treated as household packaging, alongside the product's own packaging.

The dual-PRO reality: Ecoembes and Ecovidrio

Spain generally splits household packaging between two separate authorized systems by material, not one. Glass is generally declared to Ecovidrio; every other household material — plastic, paper and cardboard, steel, aluminium, and wood — is generally declared to Ecoembes (a combined option can cover both where a seller has mixed materials). A single "declare everything to one PRO" flow doesn't fit a store shipping both glass and non-glass packaging — the split matters for what you file and where.

Your Spanish representative, the registry number, and two deadlines

A producer established outside Spain generally must appoint a Spanish authorised representative (representante autorizado) before it can register or file — that representative typically holds and uses the Producer Registry number (MITECO) on the seller's behalf. Confirm your specific requirement against the official source below. Spain also runs two separate annual deadlines for this obligation — the household-system declaration and the state producer-registry report — listed under "Deadlines" below; treat them as two distinct filings, not one.

Why does Spain have two deadlines?
