What is Sweden's packaging producer responsibility?
Sweden's producentansvar rules generally require anyone who places packaged goods on the Swedish market to register, engage an approved producer-responsibility organisation, and file an annual packaging report. The report goes to Naturvårdsverket, the competent authority.
Who is generally obligated
If your Shopify store ships packaged goods to consumers in Sweden — including as a foreign, non-Swedish distance seller — Swedish rules generally treat you as an obligated producent regardless of where you're established. Shipping and mailer packaging used to deliver an online order is generally included, alongside the product's own packaging.
The producentombud: a Swedish representative for foreign sellers
Today, a producer not established in Sweden may generally register and report directly, or may instead appoint a producentombud — a producer representative established in Sweden — who then acts in its place. From 12 August 2026, appointing a Sweden-established representative is expected to become mandatory for producers not established in Sweden, under incoming EU packaging rules. The Naturvårdsverket annual report is a weight figure by official packaging material family, for the calendar year. The material families a report can cover are:
