PPWR 2026: EU Packaging Rules for Shopify Sellers

What is the PPWR?
The Packaging and Packaging Waste Regulation — Regulation (EU) 2025/40, generally referred to as the "PPWR" — is a directly applicable EU regulation on packaging and packaging waste. Unlike a directive, it doesn't need each country to pass its own implementing law first; it applies as EU law in every member state from the same date: 12 August 2026. What changes: Article 45 and foreign distance sellers
Today, whether a foreign Shopify seller with no local establishment is obligated under a given EU country's packaging EPR rules varies a lot by country — in some countries a foreign distance seller generally falls outside the national scope entirely, because the obligation attaches to a local producer, importer, or business buyer rather than to the seller itself.
The PPWR's Article 45 generally changes that from 12 August 2026: it makes the distance seller who makes packaged products available directly to end users in another member state the EPR "producer" in that member state, and generally requires that seller to appoint an authorised representative there. In plain terms, Article 45 is generally designed to close the gap that lets many foreign online sellers sit outside a country's packaging EPR scope today.
What this generally means for Shopify merchants
If your store ships packaged goods into the EU, some countries you sell into today may currently treat you as out of scope for their packaging EPR rules — and from 12 August 2026, Article 45 may generally change that for those countries. What exactly changes, and when, depends on how each country wires the PPWR's authorised-representative requirement into its existing national register or producer-responsibility organisation (PRO) — that national detail is still developing in a number of countries as this date approaches. As the 12 August 2026 date approaches and national PPWR implementation details firm up, we'll re-evaluate coverage decisions for newly-in-scope markets based on what's actually operational in each country — not on the regulation's text alone. Any future country support will be announced when it ships, not before.

Does the PPWR replace the EPR rules Tarra already reports on?
No. The PPWR sits alongside existing national packaging EPR regimes — it generally sets EU-wide baseline rules (including the Article 45 distance-seller rule above) while national registers and PROs (like LUCID in Germany or CITEO in France) generally remain the operational channel for registration and reporting. How each country wires PPWR requirements into its existing system is still developing.
Will Tarra support more countries because of the PPWR?

What is an "authorised representative"?
Under Article 45, it's generally a person or entity established in the member state who a non-established distance seller appoints to carry the seller's EPR "producer" obligations there — such as registration and reporting — on the seller's behalf in that country. The exact mechanics generally depend on each country's own implementation.
